VA Educational Benefits – Enrollment and Tuition Payment Policy

Covered Individuals

For purposes of this policy, a covered individual is a student who is entitled to educational assistance under one or more of the following programs:

  • Chapter 31 – Veteran Readiness and Employment (VR&E)
  • Chapter 33 – Post-9/11 GI Bill

Enrollment and Access

Once a covered individual provides the College with a valid Certificate of Eligibility (COE) or other appropriate documentation establishing eligibility for VA educational assistance, the College will permit the student to attend and participate in their course of education.

The College will not require the student to pay tuition and fees covered by the student's VA educational benefits before the VA provides payment to the College.

This protection will remain in effect until the earlier of:

  1. The date the VA provides payment to the College for the student's course of education; or
  2. The date that is 90 days after the College certifies the student's tuition and fees to the VA following receipt of the student's Certificate of Eligibility or other required eligibility documentation.

Protection Against Penalties

The College will not impose a penalty on a covered individual because of the student's inability to meet financial obligations to the College when that inability is caused by the delayed disbursement of VA educational assistance.

Such penalties include, but are not limited to:

  • Late fees or similar charges;
  • Denial of access to classes;
  • Denial of access to libraries or other institutional facilities; or
  • Requiring the student to borrow additional funds to meet the College's financial obligations.

Student Responsibilities

Covered individuals are responsible for providing the College with the documentation necessary to establish their eligibility for VA educational benefits and for completing any required VA or College enrollment and certification processes.

Students remain responsible for any tuition, fees, charges, or other financial obligations that are not covered by VA educational benefits, as well as any remaining balance after VA benefits have been applied.

The College may require payment of amounts that are not covered by the student's VA educational benefits, consistent with applicable federal law and College policy.

Compliance

The College will administer VA educational benefits in accordance with applicable federal and state laws and regulations. This policy is intended to ensure that covered individuals are able to remain enrolled and participate in their education while eligible VA educational benefit payments are being processed.
